Parliamentary Privilege Committees | Explained

In the dynamic tapestry of democratic governance, the notion of parliamentary privilege stands as a cornerstone, empowering legislators to speak and act freely without fear of repercussion. At the heart of this concept lies the intricate machinery of Parliamentary Privilege Committees – specialized bodies dedicated to safeguarding the rights and immunities of lawmakers. In this exploration, we delve into the multifaceted world of these committees, unraveling their functions, significance, and pivotal role in upholding the sanctity of democratic institutions.

Highlights of the Day

1. Diverse Avian Survey Uncovers Critical, Endangered, and Vulnerable Bird Species at Corbett Tiger Reserve

A recent bird survey at Corbett Tiger Reserve, Nainital, revealed 275 bird species, including critical, vulnerable, and endangered ones. Between June 20 and 23, a team of 62 experts covered 540 km across 135 forest trails, discovering insights into the reserve's avian diversity. Critically endangered white-rumped and red-headed vultures were documented, along with endangered Pallas’s fish-eagle and Egyptian vulture. Vulnerable species like great hornbill, great slaty woodpecker, grey-crowned prinia, and river tern were counted. Near-threatened species, such as river lapwing, Himalayan griffon, and black-necked stork, were also found. The study utilized Point Count and Trail Monitoring methods, focusing on landscape preservation and understanding avian complexity in this unique tiger reserve [1].

2. Sulabh International Founder Bindeshwar Pathak, Pioneer of Sanitation and Social Change, Passes Away at 80

Sulabh International founder Bindeshwar Pathak, a Padma Bhushan awardee and social worker, passed away at 80 due to cardiac arrest at AIIMS Delhi. Known for pioneering the Sulabh Complex public toilet system, he played a pivotal role in reducing open defecation and manual scavenging. Mr. Pathak remained actively engaged with his non-profit, working until his last moments. Prime Minister Modi and President Murmu expressed condolences, recognizing his dedication to societal progress. His legacy includes transforming sanitation accessibility and uplifting manual scavengers. His demise is mourned nationwide, with leaders acknowledging his unparalleled contributions to cleanliness and social welfare [2].

3. PM Modi Launches Vishwakarma Yojana for Artisans, Announces Drone Support for Women's SHGs

In his Independence Day speech at the Red Fort, Prime Minister Narendra Modi introduced the Vishwakarma Yojana, an initiative aimed at supporting traditional artisans and skill development with an allocation of ₹13,000 crore to ₹15,000 crore. He also announced plans to provide drones for women self-help groups (SHGs) to aid agricultural activities. The Yojana will empower craftspeople from the OBC community, including weavers, goldsmiths, blacksmiths, barbers, and more. PM Modi highlighted the success of existing schemes like PM SVANidhi and PM Kisan Samman Nidhi, emphasizing poverty reduction. He also pledged to create 'lakhpati didis' through women's SHGs, providing drone training and opportunities for agricultural services [3].

4. PM Modi Announces New Scheme to Aid Urban Poor in Constructing Homes on Independence Day

On Independence Day, Prime Minister Narendra Modi unveiled a new scheme to aid urban poor in constructing homes. Addressing the nation, he expressed concern for those living in rented houses, slums, or unauthorized colonies. The upcoming scheme aims to offer reduced interest rates and bank loans to help middle-class families build houses, thus saving significant sums. Notably, the existing Pradhan Mantri Awas Yojana Urban (PMAY-U) seeks to address urban housing shortages for economically backward sections, promising 'pucca' houses to eligible households by 2022 (now extended to December 2024). Over 75.51 lakh houses have been completed under PMAY-U, primarily in Uttar Pradesh, Gujarat, Andhra Pradesh, and Tamil Nadu [4].

5. Former President Donald Trump and Associates Indicted under Georgia RICO Act for Organized Crime Allegations

Former U.S. President Donald Trump and 18 associates face charges, including "Violation of the Georgia RICO Act," in a grand jury indictment. This anti-racketeering law, similar to the federal RICO Act, targets organized crime beyond the mafia, covering various illegal activities. Trump and his allies are accused of constituting a criminal organization engaged in a series of acts aligned with common objectives. Critics suggest the indictment's strength lies in Georgia RICO's ability to link seemingly unrelated crimes. Prosecutors must establish an "enterprise" and a "pattern of racketeering activity." Legal experts highlight the law's broader scope and potential to hold Trump accountable. Conviction carries a 20-year prison term [5].
