Highlights of the Day

1. India's Defense Ministry Adopts Indigenous 'Maya' OS to Counter Cyber Threats

In response to mounting cyber threats on defense and critical infrastructure, India's Defense Ministry will shift from Microsoft OS to the indigenous open-source "Maya" OS, bolstering cybersecurity. Maya, resembling Windows, will replace internet-connected systems in South Block by August 15. The "Chakravyuh" protection system will further enhance security. While presently used within Defense Ministry networks, Maya's adoption is being assessed for service networks by the Army and Air Force, endorsed by the Navy. Developed in six months, Maya fortifies India's cybersecurity against escalating cyberattacks, showcasing the government's commitment to safeguarding national systems [1].

2. Nutritional Supplementation Reduces TB Rates and Mortality, India Trial Shows

A significant trial in India highlights the efficacy of nutritional supplementation in reducing tuberculosis (TB) rates in household contacts of TB patients and lowering mortality in those with active pulmonary TB. Conducted across four districts in Jharkhand, the study revealed a 39-48% decrease in TB incidence among those who received nutritional support compared to the control group. Monthly support of rice, lentils, and micronutrients was provided. Successful treatment was achieved in 94% of patients, and early weight gain was linked to a 60% lower risk of TB mortality. Severe undernutrition's role in TB deaths underscores the protective effect of nutrition support, akin to a vaccine [2].

3. Rajya Sabha Passes Inter-Services Organization Bill for Strengthening Armed Forces Coordination

The Inter-Services Organisation (Command, Control & Discipline) Bill-2023, granting disciplinary and administrative powers to commanders-in-chief and officers-in-command of inter-services organizations over personnel from other services, was passed by the Rajya Sabha after its introduction and approval in the Lok Sabha. The Bill aims to enhance coordination, integration, and jointness among the armed forces to address evolving global security challenges. Defence Minister Rajnath Singh highlighted the necessity of adapting to technology-centric warfare and assured protection of maritime interests and preparedness for all types of conflict. He addressed concerns about defense spending, vacancies, and military theaterization, emphasizing the country's readiness [3].

4. Controversy Arises Over Inclusion of Names in Proposed Select Committee for Delhi Services Bill

The Rajya Sabha Deputy Chairman initiated a probe after at least four MPs complained that their names were included in the proposed Select Committee for the Delhi Services Bill without their consent. The proposed committee, introduced by an AAP MP, aims to empower commanders-in-chief and officers-in-command of inter-services organizations. The Home Minister termed this a breach of privilege and suggested the matter be referred to the Privileges Committee. The Rajya Sabha rules stipulate that a member's consent is required before serving on a Select Committee, but they don't explicitly mention collecting signatures for proposed names. The Select Committee's role involves examining bills and making recommendations. Its report is recommendatory, and the government can choose to accept or reject its suggestions [4].

5. ECOWAS: The Regional Bloc That Might Intervene in Niger's Coup

Following a July 26 coup in Niger, soldiers installed a new head of state after ousting the President. Concerns have arisen over the presence of the Russian mercenary group Wagner and requests for assistance. The Economic Community of West African States (ECOWAS) is actively involved in addressing the situation, aiming for economic integration, peacekeeping, and governance among its 15 member states. ECOWAS has intervened in conflicts before but not in Niger. The response to the coup includes potential military intervention, but challenges include regional tensions, terrorism, economic sanctions, and internal political complexities. ECOWAS faces difficulties in resolving the crisis and ensuring stability [5].
